Special Education Services during COVID-19 Closure
All special education students will continue to receive supports for accessing their free and appropriate public education, (FAPE) during the closure. Special education case managers will be in touch directly with students and families on their caseloads to discuss your child’s needs and the manner in which special education and related service(s) will be provided to your student. Please be aware that while our staff work from home, you may receive phone calls from different area codes and/or from unknown or private phone numbers. We ask that you please answer phone calls for the duration of the school closure and keep your cell phone voicemail open for receiving messages.
While public health regulations prevent face-to-face meetings, the Special Education Department will hold annual and first-time IEP/Eligibility Determination Team meetings virtually or by phone. If you do not want to have your child’s meeting virtually and would prefer to wait until school resumes, please contact your child’s case manager as soon as possible so that we can work together to make sure your child’s needs are served.
We also want to reassure you that supplemental academic work, including accommodations, will be provided to the degree possible/appropriate based on individual student plans. Special education teachers and general education teachers are expected to collaborate to ensure access to the content for students with disabilities.
The Special Education Coordinator and Secretary can still be reached through phone at 575-759-2922 and 575-759-2908. Requests for student records may be sent by fax to 575-419-1078, or through the email addresses listed below.

The Dulce Independent School District serves students with disabilities ranging in ages from 3 to 21. Our Special Education Department provides free, appropriate services to students who are identified as having an educational disability according to eligibility criteria set forth by Part B of the federal Individuals with Disabilities Education Act and the New Mexico Public Education Department. Our district goal is to provide essential support for success while meeting the identified academic and functional requirements of each student with an Individual Education Program (IEP). Each student’s placement is based on the student’s individual needs.
Services for students are determined by the IEP Team, including parents. Parents are critical members of a child’s educational team. IEPs for Middle School and High School students are increasingly designed to prepare students for life beyond high school. Students in grades 7 through 12 are also highly encouraged to participate in their own IEP meetings.
